What is the best way of creating a 3D Level for a space simulation, i have tried the Sphere method and turned it inside out but have had problems with the texturing of the Sphere, and it dosn't appear to be very big either even at nearly 5000 in size. Surely there must be another way to create an Enviroment for this type of game any good sugestions.

Keep the sphere centred on your camera, then you'll never reach the end of your universe.

But if it's so large, you can't use fog effects. Set the size of your skybox to something near your fogging requirements, and you can have a skybox and distance fogging.

Dust and gas and nebulas are not diffused as DB fog , but rather gathered in clouds

You need a massive skysphere like was previously said. The dust is transparent plains, boxes or spheres, I prefer boxes myself. The texture on the universe should be huge. 1024*512 or 1024*1024 that keeps the stars sharp, and tiny. I've already done all this previously so I know that it all works, and is very fast.

sure IanM, that doesn't mean you must keep fog on all the time... as soon as you're approaching your gas cloud you could simply start a fog on-fog distance decrease routine to simulate your passage through the cloud.
the problem is how to make a credible gas cloud floating somewhere in front of you when you're out of it.

I'd use a billboard for that, proximity to the billboard activates fog routines. The billboard depicts a nebula/cloud or whatever Make it in 3 layers (3 plain objects) and make them drift against eachother to give a parallax effect could look cool too.

When I created my space sim I used a sky sphere (not effected by fog) at about 5000 units also and turned on a black fog with a distance of 4000. The ships would seem to gradually come into view without any 'visible' fog and just the skysphere behind it. Worked farily well, if your skysphere isn't big enough then you should consider scaling down your ships.
