GIMP. Then search for Gimp DDS Plugin on google and you'll find a sweet dds plugin for it. (and use google to find GIMP too )

No its probably not suposed to be an installer
just try putting it into the:
lib\gimp\xxx\plug-ins\folder

-> I'm not sure because I use Photoshop... just try it...

personally I use DDS Converter 2 change the dds to the file format I like editing in use my editors like adobe photoshop cs 2 or jasc paintshop pro 9 get the desired look of my texture then use DDS Converter2 to change it back to a dds format.... so far everything works fantastic for me....

The link to the converter is
http://eliteforce2.filefront.com/file/DDS_Converter;29412

Hope this may help.... I know learning editors are a pain especially when your used to something that you may already have.... This gives you that option to work in your comfort zone...

Have you downloaded your CLiPs today.

you need to install gimp and the GTK both available at gimp.org, then if you have installed Both of them ther should be some folders, one of them is the bin folder....

There's also an install help and sone other useful info at gimp.org

You have to have both the Gimp and the Gimp runtime (GTK) installed for the Gimp to work and there will be a .bin folder in there somewhere.
There should be an icon to double click on to start the Gimp.
