you may want to me more descriptive.... are you wanting to retexture something.... build a texture to a new model maybe? or are you wondering what software to use as an image editor?

I guess basicly what Ive got from your comment is you want to make a picture.... possibly wanting to uv map something....

what program are you using to model?
have you uv map your model?

hmmm your not modeling in jasc...thats just texturing... odd's are the model isnt uv mapped what your going to need is LithUnwrap you can get that from here
