Hi
i was woundering if theres a way to make the exit button in the game menu, when exiting open up another .exe or file

eg. after u play the game and press exit, the game exits but opens up a text file saying "did you enjoy your game??", or open up a .wma file and play an outro movie, or open a .exe that re-opens a previous program(say a menu)

To my knowledge, no. You would need access to the source in order to access an executable. I don't know if any of the current third party loader programs (like Game Cover) allow for this after the game, but if you made your own it would be simple to add on.
