Can i make a gun model, and use it without an animation in game?

ofcourse you can. Just that it would look pretty bland. More or less like it was an image on your HUD.

You can, but I wouldn't recommend using it as a weapon, it would look kinda stiff. So, unless you want to capture the old classic fps-feel with static weapons (a la Wolf3d for example), I'd say only use it as an entity.
