The e-mail address of Mr. Perry or someone with authority in the contest would be great mainly if I have any issue with the developers of the engine I choose or they negate.

The amount of work that will go into it without the certainty of success is pointless.

Something smaller like the Puzzle compo is great as you can whip it up, and if it doesn't win, no matter, that's an experience to keep.
For this, it's a massive system you're writing.

The potential prize makes this interesting, but the contest doesn't seem to be oriented on originality and creativity, it seems that right now it's a concept art contest.

What is the applicability of a game developer that is designing an engine? Say, for example, I use my RPG engine with some modifications to fit their breeding and racing requirements. That wouldn't be very hard to do. But, the contest seems to be focusing on the design details and not the technical ones. I have no interest in competing in design popularity contests, I'd just want to make a game that fit the criteria. Anyone can make Poser models look like game models but making a functioning game is a different matter altogether.

Come see the WIP!

just ask dev hat guys what they experience are

I can tell that design team pretty much listen to devs and any tech details needed we try to deliver as fast as possible.
I know it's a bit tedious and slow. ANd any concerns expressed are being delt with.

As far as using your own engine I will get clarification on that 1(i think i have answer but I'm not 100% sure if it's correct).
