Yes, you can use these packs in any free project of yours!

Permission is only necessary if anyone wants to sell his project and makes any profit with it (this doesn't include contests of this board however, where you can win store points, models, media or something similiar, that's alright without any permission).

Well, I don't have the X10 version installed and haven't used it, so I can't exactly tell you, why it doesn't work.

However, I think that X10 only works with segments that have .DDS textures and also requires shader textures, you can use these tools to make convert the textures and make the packs Shader-ready:

Segment Texture Converter
ESM Shader Update

Let me know if that works for you.
