Publishing to the appup store should be pretty straight forward, you just have to compile the app, use a program for making an installer of the app folder, then sign the installer with the program supplied by intel and publish it to the store. Getting a cetificate is a total pain since you have to go thru a company called comodo.

Use Cliff's guide. AppUp is a huge pain. I've got a big whiney thread on it. I must admit that I have had 4 times more downloads in AppUp than Google Play

Somewhere there is a post about how Intel has changed the AppUp process. As I recall, one of the tools specifically mentioned in the guide is no longer available, having been discontinued.

I suspect that the AppUp store is on its way out.

@Naphier, I'm not surprised, the android market is massively overestimated. I have thought about putting trying to publish on appup, but the process seems rather over complicated, and not well explained. So I have avoided it to date.
A pity as I really prefer to write PC apps, with no worries of how to control a game using horrible screen touches. A phone, or even Ipad is not great for games from lack of decent input imo.

@DVader - the process of building the MSI is super easy. You just have to be real patient with the submission process. Expect it to take 2-3 weeks and get at least one rejection and it'll be cool.

Cas we do IAP with AppUp?
