First I started up milkshape and entity workshop 2. Then I just made a deformed cube and exported it into the entity workshop prefab directory (or whatever it is...templates?) with the Direct X JT exporter (position scaling - 1, DX retained mode, exclude animation). I made several shapes, exporting them all to the same place, and imported them one by one with entity workshop. Then I used the manikin and segment reference to scale 'em and textured them with S4's textures. Comes out quite nicely. Once you get some basic debris in you can start making the little piles and such that add an extra touch in.
EDIT: Nickydude, prehaps you might just have a new debris pack coming to an FPSC community near you
I'm no good at texturing though, so hopefully some debris textured with stock FPSC textures will look okay.
