One which has received very good reviews is called
NVU. It was written as a free alternative to DreamWeaver I believe and has a lot of the same features. Check out their Web site here:

I haven't tried it myself yet but there are lots of people saying it is stable and reliable and has features missing in both Frontpage and DreamWeaver. Definately worth a look at.
There is an unofficial spin-off version of NVU called
KompoZer which they say has some bugs fixed and other features added. If you have problems with NVU or like it but want more features, you can try this one:

SeaMonkey is apparently quite good too. Its from the people behind the FireFox Web browser (Mozilla). I think its a much more up to date version of an old Web page editor I used long ago called Composer which was part of Netscape. Its supposed to be similar to a Word Processor to use so should be pretty easy. Plus, as with most Mozilla products, I think there are lots of free plugins to do extra stuff if you need them. Another freeware Web editor is Trellian WebPage. Again, I haven't used it myself but it looks okay and has interesting tools built in. It does come from a commercial company so even though they say its free, be aware they may try and sell you other products.
