Probably Adobe After Effects or similar.

In the description it said he used After Effects, although I'm sure something like Avid or Shake could do it.

Its done with after effects. You apply a Wiggle expression to the layers, Like so:


I think a lot of their stuff uses the presets over at:

www.videocopilot.net

You could do that with flash also and export the .mov or .avi, for .avi though you need an outside program to do it for some bizarre reason adobe is yet to fix exporting that format internally though they have the option there

Yes, you can make something similar in photoshop, but it would require a lot of images to be built up for it. Aftereffects does all the work for you.

You are right, i've not been able to polish off another tutorial, I am sorry.
I'll see if I can do something soon.
