I got the code from Paul a few days ago so I'll work on some new features and fixes over the next few weeks.

This will only work if there's a Quote button on each post, otherwise the system has no way of knowing who said what.

I wouldn't mind a preview post feature.

I think a preview post feature makes it a little bit easier to proofread what you've written, mods can probably see that I edit my posts like a hundred times over before I'm satisfied. Also, it helps in terms of seeing how well you've formatted it, assuming you're formatting it and testing if links work as desired etc.

Since when was CSS critical? Popular yes, flexible yes, but not critical. It don't think it really makes a difference to the end-user so long as the site is attractive enough, ergonomic, easy to use and functional and also, doesn't slow down your computer or take forever to load on people that don't have 20mb broadband speeds, here's looking at you Facebook. As a user, why would I care whether or not it's using CSS?

The forum's GUI is simple, yet effective (less is more) and it's why I've always preferred Apollo over ALL other forum software used on websites. It's a lot less cluttered and all it really needs is a few more features to accommodate some of what people might expect out of a forum that isn't already provided.
