It may be modified for media, structure, zipped, rar'ed. Pretty much to any extent, if you do not like it, no one is requiring you to compete.

Rights of usage and modification, ie allowing us to freely modify and redistribute said entry (as stated above).

I would not own it, I would have full rights to it (as would the entrant). The original creator(s) of the qualifying entries retain all rights to their code. It would not be owned by myself or any other judge. You would simply be allowing us to modify and redistribute it at no cost.
